Management Team

Ekraj Rai – Managing Director

The Founder of OMNIRISC who has had experience in various aspects of security risk management and compliance in Greater China and Asia Pacific since the 1980s. He has held management positions incorporating security, asset protection and risk controls in corporate and gaming with considerable oversight, operational and advisory experience in large scale enterprise’s risk & security project management in integrated resorts and private sector in the horizon.

Ekraj holds a BA in Law Enforcement and Security Management from the Open University of Hong Kong and a post graduate in International Business Law from the University of Macau. He is currently pursuing Master’s degree on Intelligence and Security at Brunel University London.

In addition, he is a council adviser for the United States-based Association of Certified Fraud Examination and a Certified Fraud Examiner (CFE). In addition, he is a Certified Anti-Money Laundering Specialist (ACAMS).

He is a fluent speaker of Cantonese, Hindi/Urdu, Nepali and English.

Michael Hoi – Operation Manager
Michael Hoi is a seasoned security professional in the Integrated Resort operations in Macau. Prior to joining OMNIRISC, Michael had worked as a Shift Manager with Wynn Palace, City of Dreams and Star World etc. He has also trained the security personnel of various organisations on Casino Procedure, Control Room Management, Crisis and Emergency Management, Crowd Management and Access Control etc. Michael served in the Taiwan military during 1993 to 1995.
Chester Che – Technical Security Manager
Chester Che possesses over 25 years of Public Security experience. He started his career with Macao Police Force and had served in different divisions. He retired as Senior Inspector in Mid-2012. Chester is fluent in Cantonese, Mandarin, Indonesian, Portuguese and English.
Eulalio Lagado Pahamutang III – Security System Manager

Eulalio Lagado Pahamutang III has more than 10 years of experience in the integrated resort field. He was part of the opening team for The 13, Melco Resorts, Altira, City of Dreams and Studio City. He is expert in performing developmental implementation and maintenance of security systems,, which encompasses from access management and monitoring systems such as Security Access Control, Electronic Key Safe, Two Way Radio System, Hotel Systems, Hotel Safes and many more.

Eulaio graduated from Asian Development Foundation College in Tacloban City, Philippines with a bachelor’s degree in computer science, and holds numerous Professional Security Training Certificate.

Board of Advisors

James Langton

James Langton has over 40 years of experience in Security, Emergency Management, Law-Enforcement Operations, Criminal Investigation, Critical Infrastructure Protection, Counter-Terrorism, Corporate Security and Training. He is a specialist in Crisis and Major Incident Management. He served as Assistant Secretary for Security in the HKSAR Government in 1996, with additional responsibilities as Deputy Director of Government Corporate Security and Deputy Director of Emergency Response.

Prior to that, James was Senior Police Officer for 23 years, and has served in numerous command appointments in the Operations, Counter-Terrorist and Criminal Investigation fields. Subsequently he worked for the Security Bureau in HKG, and was closely involved in the planning and operation of large-scale security arrangement such as the 1997 Handover ceremony and WTO gatherings.

James has an MSc in Emergency Management, an LLB (Hons) and a PGCert in Terrorism Studies and has lectured on a variety of Security, Business Continuity, Crisis Management, Anti-Terrorist, and Emergency Management courses.

Manikumar Limbu

Manikumar Limbu is a seasoned Security Professional with more than 20 years in the elite forces of Her Majesty’s Brigade of Gurkhas before retiring as Captain in March 2012. Following completion of Basic Military Training in Hong Kong, he served the military operation in many different countries in mainly command and administrative posts. Mani has gained a thorough understanding of general management, logistics and finance during those years of service.

After retiring in 2012, Mani took on the post of Security Operations Manager at the London Olympics and Paralympics games before joining IDG Security as an Assistant Country Manager in Kabul, Afghanistan which requires working closely with UN clients and overall Security Risk Management.

Mani completed his BTEC (Business and Technology Education Council) Professional Management Level 5 (Diploma) from Yeovil College, UK and has also completed a SIA (Security Industry Authority) in the UK.

Virginia Ho

Virginia Ho is an experienced content producer and communications strategist with focus on entertainment and tourism industry.

With over a decade working for Sands China Ltd., Virginia has produced award-winning documentary for the largest casino in the world – The Making of the Venetian Macao. She has produced countless TV commercials with some starring the biggest names, including David Beckham and Sophie Marceau.

After leaving the Sands group in 2017, Virginia opened her own communication company for branding, marketing communications planning and execution, celebrity concierge service and content productions.

Willem A. Hoekstra M MBA FBCI

Willem has over two decades of experience running Business Continuity Management (BCM) and Crisis Management (CM) programs in the financial industry, including ABN AMRO Bank, Royal Bank of Scotland, Société Générale and Nomura. He has also established BCM/CM programs for a variety of corporations in other business areas, including  global manufacturing company and multi-integrated resort.

Willem has served for many years as chairperson of the Hong Kong Financial Services BCM forum (HKFSBCM). He was the leader of the BCI Hong Kong Chapter, and the lead organizer of the Annual Business Continuity Conference in Hong Kong. In 2022, he was elected for the Global Board of Directors of the Business Continuity Institute (BCI), the world’s leading institute for business continuity and resilience professionals.

Over the years, Willem has presented BCM and Crisis Management -related topics at numerous conferences and seminars around the world. As an authorized trainer, he has delivered numerous CBCI Certification Training courses for professionals and those aspired to a career in BCM.

Willem is currently serving as consultant for Kroll Cyber APAC and help its clients develop their operational resilience and crisis exercises.

Ricky D’costa

Ricky D’Costa is a highly experienced Strategic Human Resources Management executive with over 30 years’ experience within the Workforce Management/ Labour Optimization field.

Commencing his career in Perth, Australia he then moved on to projects in Melbourne & Sydney before moving overseas.

In 2012 Ricky was recruited by Ameristar Casinos/ Pinnacle Entertainment in Las Vegas, Nevada as Vice President of Workforce Planning to oversee 18 properties. He worked closely with Operations staff to implement labour optimization strategies.

Currently Ricky is the Director of Workforce Planning at a major integrated Resort in Manila, Philippines. He works closely with Human Resources & Operations to develop and implement labour optimization strategies in accordance with Labour Laws.
