Management Team

Ekraj Rai

Ekraj Rai is the Founder and Managing Director of OMNIRISC. Since 1998, Ekraj has had experience in various aspects of security risk management and compliance in Greater China and Asia Pacific. He has held senior management positions incorporating security, asset protection and risk controls in corporate and gaming industries in Macau. He has had considerable oversight, operational and advisory experience in a large scale enterprise’s risk & security project management.

Ekraj holds a BA in Law Enforcement and Security Management from the Open University of Hong Kong and a post graduate in International Business Law from the University of Macau. He is currently pursuing Master’s degree on Intelligence and Security at Brunel University London.

He is a council adviser for the United States-based Association of Certified Fraud Examination and a Certified Fraud Examiner (CFE). In addition, he is a Certified Anti-Money Laundering Specialist (ACAMS).

He is a fluent speaker of Cantonese, Hindi/Urdu, Nepali and English.

Michael Hoi
Michael Hoi is an Operations Manager of OMNIRISC. He is a seasoned security professional in the Integrated Casino Resort Security operations in Macau. Prior to joining OMNIRISC in 2019, Michael had worked as a shift manager with Wynn Palace, City of Dreams, Star World and Hyatt Regency. He has also trained the internal Security Resources of various organisations on Casino procedure, Control Room Management, Crisis and Emergency Management, Crowd Management and Access Control to name the few. Michael was part of the Taiwan military from 1993 to 1995, before joining the private sector.
Chester Che
Chester Che is a Technical Security Manager for OMNIRICS, he is a 25 years Macau Public Security veteran, with various experience with different divisions in the police force. He retired as Senior Inspector in Mid-2012. Chester was a second year Bachelor of Law program student with University of Macau and fluent in Cantonese, Mandarin, Indonesian, Portuguese and English.
Eulalio Lagado Pahamutang III

Eulalio Lagado Pahamutang III is a seasoned IR Security Operation professional with over 10 years of experience. He was part of the opening team for The 13, Melco Resorts & Entertainment; Altira, City of Dreams and Studio City.He has experience in performing the developmental implementation and ongoing management and maintenance of security related systems. This encompasses Security Access Control, Electronic Key Safe, Two Way Radio System, Hotel Systems, Hotel Safes, Keying Systems, & Security Asset Tracking Systems. Conclude the development and implementation of Access Administration, Staff Entry & Loading Dock Team procedures. Mentoring strategies and provide training programs and succession plan for staffs and to deliver excellence services.

Eulaio is a Graduate in Bachelor of Science in Computer Science from Asian Development Foundation College Tacloban City, Philippines and holds numerous Professinal Security Training and Trainers Certificate.

He is a multi-lingual speaker of English, Tagalog and Cantonese.

Board of Advisors

James Langton

James Langton has over 40 years of experience in Security, Emergency Management, Law-Enforcement Operations, Criminal Investigation, Critical Infrastructure Protection, Counter-Terrorism, Corporate Security and Training and is a specialist in Crisis and Major Incident Management. From 1996, he served as Assistant Secretary for Security in the HKSAR Government, with additional responsibilities as Deputy Director of Government Corporate Security and Deputy Director of Emergency Response.

A senior police officer for 23 years, he served in numerous command appointments in the Operations, Counter-Terrorist and Criminal Investigation fields. While with the police and later in Security Bureau, he was closely involved in the planning and operation of large-scale security events such as the 1997 Handover ceremony, IMF, G8 and WTO gatherings, Royal/Presidential and other VIP visits and major sporting events including the 2008 Beijing Olympics and 2009 East Asian Games. He has provided security/CT and Emergency Management advice and assistance to many private sector organizations in the Airline, Shipping, Hospitality, Banking and Transportation industries.

After retiring from the Government in 2009, he has operated a Security and Emergency/Disaster Management Consultancy, conducting training projects and evaluation and assessment projects for a variety of clients including, governments, NGO’s and commercial organizations throughout the Asia-Pacific.

James has an MSc in Emergency Management, an LLB (Hons) and a PGCert in Terrorism Studies and has lectured on a variety of Security, Business Continuity, Crisis Management, Anti-Terrorist, and Emergency Management courses.

Manikumar Limbu

Manikumar Limbu is a highly experienced Security Professional. He served 24 years in the elite forces of Her Majesty’s Brigade of Gurkhas before retiring as Captain in March 2012. Following completion of Basic Military Training in Hong Kong, he served in Brunei, United Kingdom, Belize, Falkland Island, Canada, USA, Tonga Island, Australia, Bosnia (Military Operation), Macedonia (Military Operation), Kosovo (Military Operation), Kenya, Afghanistan (Military Operation) and Bahrain. Employment in both command and administrative posts within the British Army has given Mani a thorough understanding of general management, logistics and finance. Due to his leadership and performance qualities, he was commissioned as a Captain in 2007.

After retiring in 2012, Mani took on the post of Security Operations Manager at the London Olympics and Paralympics games before joining IDG Security as an Assistant Country Manager in Kabul, Afghanistan. He is responsible for the general administration of IDG Security’s operations throughout Afghanistan which requires working closely with UN clients and overall Security Risk Management.

Mani completed his BTEC (Business and Technology Education Council) Professional Management Level 5 (Diploma) from Yeovil College, UK and has also completed a SIA (Security Industry Authority) in the UK.

Virginia Ho

Virginia Ho is an experienced content producer and communications strategist with focus on entertainment and tourism industry.

With over a decade working for Sands China Ltd., Virginia has produced award-winning documentary for the largest casino in the world – The Making of the Venetian Macao. She has produced countless TV commercials with some starring the biggest names, including David Beckham and Sophie Marceau. In addition to in-house productions, Virginia has also supervised and coordinated for movies filming on properties under sponsorship deals with the hotels.

After leaving the Sands group in 2017, Virginia founded Tentonine Communications Ltd. and Tentonine Productions Ltd., providing a one-stop service for branding, marketing communications planning and execution, celebrity concierge service and content productions.

Willem A. Hoekstra

Willem A. Hoekstra M MBA AFBCI BCCE, has been running Business Continuity Management programs in the financial industry for the past 18 years, including ABN AMRO Bank, RBS and Société Générale. Most recently he was the Head of BCM for Nomura, Asia ex-Japan.

Willem has organized, moderated and facilitated many Crisis management training exercises, in all possible guises.

Fully authorized as BCI Trainer, he has delivered many CBCI Certifying Training courses for professionals and those aspiring a career in BCM.
He is the lead organizer of the Annual Business Continuity Conference in Hong Kong. Next to that, he has presented on BCM and Crisis Management related topics at numerous conferences and seminars around the world.

In his role with HKFSBCM, he was leader and initiator of WISE2015 and WISE2017 – the first industry-wide Crisis Management Exercises for the financial industry in Hong Kong. In this exercise, the top Crisis Management teams of 45 banks in Hong Kong simultaneously participated in a crisis scenario simulation exercise.

He still is Forum Leader of the Hong Kong forum of the Business Continuity Institute (BCI), organizing member’s meeting and seminars.

Ricky D’costa

Ricky D’Costa is a highly experienced Strategic Human Resources Management executive with over 30 years’ experience within the Workforce Management/ Labour Optimization field. Commencing his career in Perth, Australia he then moved on to projects in Melbourne & Sydney before moving overseas.

Ricky was recruited by Sands China in 2004 to setup and manage their Workforce Management team. Due to his expertise in this field, he was recruited by other major organizations in Macau over the next 8 years where he held the positions of Senior Manager & Assistant Vice President.

In 2012 Ricky was recruited by Ameristar Casinos/ Pinnacle Entertainment in Las Vegas, Nevada as Vice President of Workforce Planning to oversee 18 properties. He worked closely with Operations staff to implement labour optimization strategies.

Currently Ricky is the Director of Workforce Planning at a major integrated Resort in Manila, Philippines. He works closely with Human Resources & Operations to develop and implement labour optimization strategies in accordance with Labour Laws.
